Paolo focuses on issues at the intersection of economic regulation and competition in network industries and markets characterized by substantial government intervention. He has advised regulatory agencies and state-owned enterprises on the implementation of energy reform. He also advises international and national companies in merger proceedings before the Mexican competition authority.

He was Director General of Outreach at the Federal Competition Commission between 2010 and 2013, where he coordinated the interaction between the CFC and federal and state governments, international organizations, and competition authorities in other countries. Between 2007 and 2009, Paolo was Deputy Director of Mergers at the CFC and Director General at the Ministry of Communications and Transport. Before that, he participated in regulatory and competition projects with the World Bank, the European Commission and several Latin American countries, and was Chief of Staff of the Minister of Competition and Consumer Protection in Argentina.

He holds a PhD in government from the London School of Economics.
