Fernando Cota

External Counsel

Fernando specializes in government relations and regulatory and competition policy in the tech sector.

From 2022 to 2024, he was Director of Public Affairs and Policy for Mexico and Central America at Rappi, where he now serves as Global Corporate Affairs Advisor. Previously, Fernando was Public Policy Manager at Uber. In the Mexican Senate, he served as Technical Secretary for the Urban Development Commission and led negotiations on the National Urban Reform with key stakeholders from the Executive, Congress, the private sector, and NGOs, and chaired the reform’s drafting committee. He also worked in the Mexican Competition Authority (COFECE) and the Ministry of Finance (SHCP).

He holds a BS in Economics from ITAM, an MBA from IPADE, and a Master’s in Economic Competition and Regulation from the Barcelona School of Economics.
