Elvia Villarreal Holguera
Elvia has extensive experience in international trade, foreign investment, and competition policy. She has provided advisory services to our clients, helping them identify strategic business opportunities in Mexico, optimize advantages from free trade agreements, and overcome regulatory barriers affecting competition and business growth.
Her career includes roles within key Mexican government institutions. She served as General Director for Competition Advocacy at the Federal Economic Competition Commission, where she led advocacy efforts involving public, private and academic sectors, and directed regulatory analyses from a competition perspective. During her tenure at the Ministry Economy, she was part of the negotiating team for market access in the FTA between Mexico and Central America, the strengthening of the Mexico-Japan EPA, and participated in the analysis and implementation of retaliatory measures against the United States in response to the suspension of NAFTA’s trucking program.
Elvia holds a Bachelor’s degree in International Business from Tecnológico de Monterrey and a Master’s degree in International Political Economy from the London School of Economics and Political Science. She is also a lecturer at the Tecnológico de Monterrey School of Business.
