Carlos advises clients in projects involving economic and regulatory analysis of mobile, fixed and satellite telephony, pay TV and OTT markets, with a focus on network economies and convergence of services. He also works in projects involving economic analysis and modeling for the study of unilateral conduct and barriers to competition, particularly in sectors involving ports, rail and transport infrastructure. Carlos uses econometric models and techniques for the calculation of market damage, as well as statistical methods and tools to screen cartel behavior. More recently, Carlos served as an expert witness in statistical matters to support a client during a barriers to competition matter.

Prior to joining Agon, Carlos worked at the Mexican General Audit Office, where he got a certification to work in taxation and public debt matters, as well as in programs supporting small and medium enterprises.

Carlos holds a degree in economics from the Universidad Nacional Autónoma de México (UNAM) with a specialization in economic theory at the same University. He also holds a Master’s degree in Economics from the Colegio de México.
