Our team

Angel specializes in competition in regulated sectors. He provides regulatory intelligence to international clients seeking to enter or expand their presence in the Mexican market, with particular focus on network industries including telecommunications, energy, transport and financial services. He also advises clients on the interface between corporate strategy and economic regulation, for example involving essential facilities. Additionally, he serves as external advisor on Mexico for an international political and economic risk advisory firm.

He was head of the planning, institutional relations and international affairs unit at the Federal Competition Commission between 2004 and 2013. He negotiated the reforms to the Federal Economic Competition Law on behalf of the CFC in 2006 and 2011, in addition to the 2013 constitutional reform on competition and telecommunications. He has worked as a consultant at McKinsey & Co and Booz Allen Hamilton. He has also been advisor to the Ministry of Trade and Industry, First Secretary at the office for the negotiation of the free trade agreement between Mexico and the European Union, and Minister at Mexico’s Mission to the WTO.

He holds a BS in economics from the Instituto Tecnológico Autónomo de México and an MBA from the University of Chicago, and lectures on competition and regulatory policy at the Centro de Investigación y Docencia Económica’s master’s degree program.
